1. Nature of This Service
Bloomington Residents Directory is a privately operated reference service. It describes and links to public rolls, record indexes, and directory collections related to people who live or have lived in Bloomington, Minnesota. It does not host government records and is not affiliated with any office, court, or custodian.
2. Lawful Use Rules
Use this service only for lawful purposes. You may not use it, or information reached through it, to:
- Stalk, harass, intimidate, threaten, or harm any person
- Locate someone protected by a restraining or protective order
- Commit identity theft or fraud
- Make FCRA-regulated decisions (credit, employment, tenant, insurance)
- Scrape, copy, or republish the site's content at scale
- Interfere with the site's operation or security
3. Not a Consumer Reporting Agency
Bloomington Residents Directory is not a consumer reporting agency as defined by the Fair Credit Reporting Act, 15 U.S.C. § 1681 et seq. Neither this service nor results from a linked search tool are consumer reports. They may not be used to decide eligibility for credit, employment, housing, insurance, or another FCRA-covered purpose.
4. Outside Services
Government portals and third-party services, including sponsored search tools, set their own terms and policies. We are not responsible for their content, availability, prices, or data practices. Minnesota consumer privacy rights for covered businesses are addressed in the Minnesota Consumer Data Privacy Act, Minn. Stat. §§ 325M.10–325M.21, effective July 31, 2025.
5. No Warranty
This service is provided "as is" and "as available," without warranties of any kind. We do not promise that material here is accurate, complete, or current, or that a linked portal will operate or return correct results.
6. Liability Limits
To the fullest extent allowed by law, we are not liable for direct, indirect, incidental, consequential, or special damages arising from use of this service or a linked resource, including decisions based on records found through it.
7. Indemnity
You agree to indemnify and hold the operators of this service harmless from a claim or demand, including reasonable attorneys' fees, arising from misuse of the service or a violation of these terms.
8. Intellectual Property
The original text, design, logo, and layout are protected by copyright. You may link to a page and quote brief material with attribution. Republishing full pages or systematically copying content is not permitted.
9. Term Updates
We may revise these terms by posting an updated version here. Continued use following a revision means acceptance.
10. Restricting Access
We may block or limit access, without notice and at our discretion, for a person who violates these terms or misuses the service.
11. Governing Minnesota Law
Minnesota law governs these terms, without regard to conflict-of-law principles. Government record access and classification are subject to the Minnesota Government Data Practices Act, Minn. Stat. ch. 13, and to applicable record-specific rules. Bloomington and Hennepin County custodians apply those rules to their records.
12. Severability
If a part of these terms is unenforceable, the remaining provisions continue in effect.
